City Council adopted Phase I amendments to the city’s existing land use codes to address conflicts with the Comprehensive Plan relative to Downtown development earlier this year and is further amending the city’s existing land use codes to address additional issues including open space requirements, building height requirements, Downtown massing/step-backs, Downtown transition zones, front set-backs, sub-division of lots, and parking relative to Downtown development.
Concurrently, the City is following through on the priority recommendation of the Comprehensive Plan to update its regulatory framework by launching the transition to a Unified Land Use Code with consultants Kendig Keast Collaborative (KKC). The Unified Land Use Code (ULUC) will replace Title 10, Zoning Regulations; Title 11, Subdivision Regulations; portions of Title 4, Building Regulations pertaining to Mobile Homes and Mobile Home Parks and Historic Preservation; and the Downtown Design Guidelines. The ULUC is an 18-month process of discovery that will continue through October 2021. A draft of the Unified Land Use Code is expected on June 1, 2021 for public comment and review.
